Do I have to have the paid Mail Plus account to use Outlook?

I have just started trying to configure my Outlook 2003 client to use with my Yahoo address. I cannot access the pop and forwarding feature to enable pop on my yahoo addy. Is it only accessible if I have the paid Mail Plus account?
