Facebook social ads - how do you promote offers outside the US?

I live in the US and would like to promote a CPA offer for another country. I can direct link to US based offers with no problem, but for any offer outside the US I keep getting an ad denial by FB due to a destination URL violation. How do I get around this?

    Try to advertise here. From hydra network is CPA advertising that might help.
